The core issue is not merely bureaucratic delay but a fundamental breakdown in legal compliance and administrative coordination. The finding that past regulations were "unclear, overlapping, deficient, and even inconsistent with the law" directly explains the logjam in issuing Pink Books (Land Use Right Certificates). More alarmingly, the practice of issuing certificates for projects where investor violations were unresolved has created a legacy of legal risk for homeowners.

For investors and buyers, this underscores that the primary risk in the Hanoi market remains legal, not just financial. Projects may be physically complete, but without clear title, assets are illiquid and their value is compromised. The recent issuance of Decision No. 61 (September 2024) aims to rectify past regulatory flaws, suggesting authorities are attempting to clear the backlog. The market's health depends on clearing this title bottleneck.
