
General Secretary, President To Lam: Capital planning cannot follow a '5-year term'

Continuing the program of the First Session, on the afternoon of April 8, the National Assembly discussed in groups three draft laws, including: Capital Law (amended); Law amending and supplementing a number of articles of the Law on Emulation and Commendation; Law on Belief and Religion (amended).
Giving his opinion at the discussion session, General Secretary and President To Lam said that amending the Capital Law this time is not simply the completion of a specific law, but this is a strategic step to create a new development institutional model for the Capital with a very special position - the national political and administrative center and at the same time the driving force for development of the whole country, the locomotive for development.

The throughout spirit emphasized by the General Secretary and President is to build the Capital Law into a unique, outstanding, guiding legal institution, strong enough to remove development bottlenecks for Hanoi. However, discipline, order and high uniformity of the legal system must still be ensured for the common good of the country.
"The requirement is very clear that there must be stronger empowerment, decentralization, and more thorough decentralization, but at the same time accountability must be clear, and the power control mechanism must be implemented more strictly," said the General Secretary and President.
Stating the fact that the capital's bottlenecks have not been resolved in the fields of planning, infrastructure, urban governance, decentralization, resource mobilization... The General Secretary and President noted that in the new law, these issues must be specified and there must be solutions to solve them.
Giving specific comments on planning issues, General Secretary and President To Lam said that currently Hanoi only does planning on diagrams.
