"Specifically, the Chairman of the commune-level People's Committee will carry out the re-determination of residential land area and issue Certificates of land use rights and ownership of assets attached to land as stipulated in Clause 6, Article 141 of the Land Law. Furthermore, the Chairman of the commune-level People's Committee is responsible for organizing the implementation of enforcement decisions, compulsory inventory, land recovery, and land requisition; simultaneously organizing the enforcement of decisions to resolve land disputes."
